    The Committee on Health and Human Resources moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. House Bill No. 4588--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §16-2M-1, §16-2M-2, §16-2M-3, §16-2M-4, §16-2M-5 and §16-2M-6, all relating to abortions generally and protecting a fetuses who are capable of experiencing pain by prohibiting abortion after twenty weeks post-fertilization except when the mother has a medical emergency or the fetus is not medically viable; setting forth legislative findings; providing for a determination of post fertilization age; creating a misdemeanor; providing for criminal penalties; requiring reporting for statistical purposes; granting rulemaking authority; providing for confidentiality of information; and providing definitions.
